Why ‘c’ option is right because of practical and theoretical view of the equation C = Q/V or V= Q/C
So, when voltage is high then capacitor value is more .
Ex. 25 v ⇒ 2200 μF
25 v ⇒ 1500 μF
400 v ⇒ 47 μF
200 v ⇒470 μF
10 v ⇒ 2200 μF
That’s why we can not approve 1.6MFD for 250v . So obviously we have to put right Ans is 1.6MFD for 400 v AC .
